I-95 Express Toll Lanes (ETL) – MD 152 Interchange Reconstruction
Our team, in a joint venture with Wagman Civil, delivered the MD 152 Interchange reconstruction and widening of I‑95 in Harford County, MD. This $200 million project is part of the Maryland Transportation Authority’s long‑term $1.1 billion program to improve mobility along the I‑95 corridor.
The project expanded I‑95 to include two northbound express toll lanes (ETLs), four general purpose lanes, and a continuous auxiliary lane, while completing a full interchange reconstruction. Major elements included the replacement of the MD 152 bridge in five phases, widening of the Winters Run Bridge, installation of 10 retaining walls and two noise walls, construction of a roundabout for a future park‑and‑ride, and the removal of the Old Mountain Road bridge and existing park‑and‑ride.
Work began in 2021 and required crews to operate safely alongside high‑speed interstate traffic. Throughout construction, we minimized environmental impacts by preserving surrounding forests, streams, and wetlands, and by incorporating recycled materials such as milled asphalt and rubblized concrete. Completed in late 2024, the project successfully increased capacity, improved operations, and advanced the region’s long‑term express lane network.
